(ITA) as the clearinghouses that will administer the Commission's cost-sharing plan under the microwave relocation procedures for the 2 GHz band. In the Cost-Sharing Report and Order, adopted April 25, 1996, the Bureau by delegated authority established the criteria from which one or more clearinghouses would be selected. By Public Notice on April 25, 1996, the Bureau solicited business plans from parties interested in becoming a not-for-profit clearinghouse. The Bureau also solicited public comment on proposals that were submitted. PCIA and ITA were the only entities that submitted proposals to serve as a clearinghouse administrator. In its August 14, 1996 order approving PCIA and ITA as the clearinghouse coordinators, the Bureau concluded that the benefit of having more than one clearinghouse outweighs any disadvantages mentioned by commenters. By offering cost-sharing participants a choice among clearinghouses, we increase the incentive for both clearinghouses to operate in a cost-effective manner. PCS relocators are responsible for submitting documentation of any pre-existing relocation arrangements within ten business days from the date of this Public Notice. PCS relocators are also responsible for filing all prior coordination notices (PCNs) with both clearinghouses. However, the PCS relocators are free to elect to use whichever clearinghouse they feel better addresses their specific needs to facilitate the reimbursement of funds. PCIA and ITA will be responsible for making a separate statement describing what information should be included in the PCNs filed with the clearinghouses.
