WCS is a proposed new service located in the 2305-2320 and 2345-2360 MHz frequency bands (2.3 GHz). Congress has mandated that licenses for this spectrum are to be assigned by an auction beginning April 15, 1997. A final Commission decision on the WCS allocation, as well as service and auction rules, is expected soon. In anticipation of the auction, the FCC is sponsoring the forum to facilitate discussion among potential bidders, equipment manufacturers and financial parties interested in acquiring licenses and providing service in the 2.3 GHz band. FCC staff will be on hand to explain the WCS spectrum allocation plan, as well as the service and auction rules. There will be an opportunity for interested parties to display equipment at this event on a first-come, first-served basis.
