  ANNOUNCEMENT OF DISMISSAL OF A DOMESTIC
   PUBLIC CELLULAR RSA APPLICATION, NON-
        WIRELINE TENTATIVE SELECTEE

In Public Notice Report No. CL-89-216, released July 19, 1989,
Corporate Telecom Services, Inc. (CTSI), File No. 10274-CL-P-
537-A-88, was announced as tentative selectee for RSA cellular
Market 537A, Nebraska 5 - Boone.  Upon review of CTSI's
application, the Mobile Services Division (MSD) of the Common
Carrier Bureau (CCB) concluded that CTSI was in violation of
Commission rules, and dismissed its application.  On October
11, 1991, CCB affirmed MSD's dismissal of CTSI's application. 
Corporate Telecom Services, Inc., 6 FCC Rcd 5814 (1991).  As
a result of these proceedings, a relottery was held and Pinellas
Communications, File No. 10366-CL-P-88, was announced as
the new tentative selectee for Market 537A in Public Notice
Report No. CL-92-101 released June 12, 1992. 

CTSI filed an application for review with the Commission.  On
March 1, 1994, the Commission affirmed CCB's dismissal of
CTSI's application.  Corporate Telecom Services, Inc., 9 FCC
Rcd 1012 (1994).  CTSI then appealed the Commission's
decision to the Court of Appeals.  On June 2, 1995, the Court of
Appeals remanded the proceeding to the Commission.  In light
of the court's opinion, and after further review of the record in
this proceeding, on May 7, 1997, the Commission granted
CTSI's application.  Corporate Telecom Services, Inc., FCC 97-
162 (released May 7, 1997).  As a result of this action, the
application of Pinellas Communications is dismissed without
prejudice, pursuant to Section 22.128(b)(2).

Petitions for reconsideration under Section 1.106 of the
Commission's rules, 47 C.F.R.  1.106, or application for
review under Section 1.115 of the Commission's rules, 47
C.F.R.  1.115, must be filed within 30 days of the date of the
Public Notice of this action.
