ULS is a new, interactive licensing database developed by the Bureau to consolidate and replace eleven existing licensing systems used to process applications and grant licenses in wireless services. ULS provides numerous benefits, including fast and easy electronic filing, improved data accuracy through automated checking of applications, and enhanced electronic access to licensing information. On October 21, 1998, the Commission released the Report and Order in WT Docket No. 98-20 (ULS R&O), in which it adopted new ULS licensing rules and revised application forms for use in ULS. These new rules and forms became effective February 12, 1999. This Public Notice summarizes the procedures for licensing of GMRS using ULS and in accordance with the new rules. Overview of ULS Conversion Beginning on April 19, 1999, applicants for and licensees of GMRS stations will be able to use FCC Form 605 (OMB Control Number 3060-0850) for electronic filing of new station applications, license modifications, application amendments, license renewals, license cancellations, application withdrawals, requests for duplicate licenses, and administrative updates. Those filing manually must use either the November 1998 or February 1999 version of the FCC Form 605 (submissions or filings on earlier versions of FCC Form 605 will be dismissed as defective). As part of the conversion process, existing GMRS station license data currently residing in the Bureau's database will be transferred to the ULS database. Accordingly, all GMRS station applications filed on or after April 19, 1999, will be entered into the ULS database and processed through the new system. Also, as of April 19, 1999, GMRS station licensing data will be available to the public via ULS, and will no longer be updated in the GMRS station database. TIN Registration As mandated by the Debt Collection Improvement Act of 1996, the Commission has already required all wireless licensees, including GMRS station licensees, to register their Taxpayer Identification Numbers (TINs) in ULS.  The Bureau urges applicants and licensees to electronically register their TIN. This can be done at the FCC's ULS Internet site at http://www.fcc.gov/wtb/uls by clicking on the "ULS TIN/Call Sign Registration" link. As part of the electronic registration process, applicants may also select a password, which will be used to gain access to the system to conduct electronic filing. Manual TIN registration requires FCC Form 606 (TIN Registration Form), which can be obtained from the Internet at http://www.fcc.gov/formpage.html, by calling the FCC's Form Distribution Center at 1-800-418-FORM (3676), or from the FCC's Fax-on-Demand service by calling (202) 418-0177 from the handset of a fax machine (follow the prompts and use document retrieval number 000606). If you registered your TIN manually and wish to file applications electronically, you must call the ULS Technical Support Staff at (202) 414-1250 to obtain a password. However, TIN information may be released to the U.S. Treasury Department for purposes of compliance with the Debt Collection Act. GMRS station licensees who have not yet registered their TIN, must do so before filing applications or updating licensing information in ULS. Additionally, all applicants and licensees must provide their TIN on their applications or letter requests regardless of whether they file electronically or manually and regardless of whether their TIN is already registered in ULS. Applications or letter requests filed on or after July 1 that do not contain the TIN will be dismissed as defective. In the interim, failure to register prior to filing an application and failure to provide the TIN on each application or letter request will result in delayed processing of the application. GMRS Filing Procedures All applications for GMRS systems filed on or after August 12, 1999 (six months after the effective date of the ULS R&O) must be made on FCC Form 605. FCC Form 574 will continue to be accepted until August 12. After August 12, all applications filed on FCC Form 574 will be dismissed as defective. Procedures for filing FCC Form 574 are contained in Appendix A of this Public Notice. FCC Form 605 will replace all letter requests and old forms (Forms 574, 574R and 405a) previously used for licensing requests by GMRS station applicants and licensees. It will be used for all GMRS station licensing purposes including new station applications, license modifications, application amendments, license renewals, license cancellations, application withdrawals, requests for duplicate licenses, and administrative updates. Manual filers must use either the November 1998 or February 1999 version of ULS Form 605 (submissions or filings on earlier versions of Form 605 will be dismissed as defective). For instructions on connecting to the ULS and filing Form 605 electronically, point your web browser to http://www.fcc.gov/wtb/uls. For instructions on filing form 605 manually, refer to the instructions included with the form. The Bureau strongly urges applicants and licensees to begin using the FCC Form 605 immediately. The choice of application form and filing method will affect applications in the following way: Form 605 filed electronically is the most efficient filing method and will result in expedited treatment compared to filing manually. Form 605 filed manually - will result in expedited treatment compared to filing old forms or letter requests. Old forms or letter requests filed manually - is not recommended and will result in slower processing than the options described above. Applicants filing manually using old forms or letter requests must remember to include their TIN with each filing submission. Failure to provide the TIN on each application or letter request will result in delayed processing of the application. Effective July 1, 1999, applications or letter requests submitted without the TIN will be dismissed as defective. Application Fees Applicants using ULS to file electronically remain subject to existing application fees where applicable under current rules. ULS, however, will simplify the process of submitting fees to the Commission and greatly reduce the potential for insufficient fees to be submitted. When an applicant submits its application electronically, ULS will assign a file number and show the correct fee amount due and the payment type code on a confirmation screen. Applicants are encouraged to then click on the Form 159 button which will pre-fill this information on FCC Form 159. The FCC Form 159 submitted for an electronically filed application must contain the ULS generated file number in the box labeled FCC Code 2. ULS will instruct the applicant on how to print out the pre-filled Form 159 so that it can be mailed to Mellon Bank at the address specified below. If problems arise while trying to print Form 159, call the FCC Technical Support Hotline at (202) 414-1250 for assistance. Mellon Bank must receive the Form 159 and accompanying fee within 10 calendar days of submitting the application. In the near future, ULS will be capable of accepting credit card payments online. The Bureau will release a public notice and provide information on its web site when this option becomes available. License Renewals ULS will provide all GMRS licensees with a pre-expiration notification ninety days prior to the expiration date of their license. Such notifications will be sent by mail to the licensee's address as shown in the ULS database for each Call Sign. This reminder letter is sent as a convenience to licensees and failure to receive one does not in any way absolve licensees from timely filing their renewal applications. All licensees are responsible for knowing the terms of their licenses and for filing a timely renewal application. Interactive electronic filing will make it easier for GMRS licensees to timely file renewal applications. This six-month transition period from April 19, 1999 to October 19, 1999 will provide a reasonable time for applicants and licensees to familiarize themselves with the new filing procedures. During this period, reinstatement applications must be filed on FCC Form 574 using the procedures specified in Appendix A.
