Washington, D.C. 20554 Released: 1/13/99 NO-TOLERANCE POLICY ADOPTED FOR UNREGISTERED ANTENNA STRUCTURES All existing, unregistered antenna structures that require registration under Part 17 of the Commission's Rules (47 C.F.R 17) must be registered immediately, or their owners may face possible monetary forfeitures or other enforcement action, the Wireless Telecommunications Bureau (WTB) announced today. The Commission requires that certain structures that may pose a hazard to air navigation -- generally, those more than 60.96 meters (200 feet) tall or located near an airport -- must be registered with the Commission. The majority of these structures are also required to display special painting and lighting in the interest of air traffic safety. Since July 1, 1998, all existing structures meeting the registration criteria have been required to be registered with the Commission. A recent Compliance and Information Bureau (CIB) audit found that 28 percent of the antenna structures surveyed were still not registered. This finding is consistent with the percentage of license applications WTB is returning due to missing or invalid antenna structure registration information. WTB has begun the process to identify unregistered antenna structures, contact owners and licensees, and initiate appropriate enforcement action. These steps are being taken in cooperation with the Compliance and Information Bureau (CIB), which recently announced stepped-up efforts to audit antenna structures for proper registration. CIB will issue monetary forfeitures to owners and licensees whose structures are not in compliance with the Commission's registration and lighting rules.
