Bidding credits are available to very small businesses, small businesses, and entrepreneurs (or consortia of very small businesses, small businesses, or entrepreneurs) as set forth in 47 C.F.R. § 101.1112. A bidding credit represents the amount by which a bidder’s winning bids are discounted. The size of the bidding credit depends on the average gross revenues for the preceding three years of the bidder and its controlling interests and affiliates:
- A bidder with average gross revenues for the preceding three years of more than $40 million but not more than $75 million (Entrepreneur) receives a 25 percent discount on its winning bids for LMDS licenses.
- A bidder with average gross revenues for the three preceding years of more than $15 million but not more than $40 million (Small Business) receives a 35 percent discount on its winning bids for LMDS licenses.
- A bidder with average gross revenues of not more than $15 million for the preceding three years receives a 45 percent discount on its winning bids for LMDS licenses ("very small business").
