This Notice of Proposed Rulemaking proposes to allocate and establish licensing and service rules for the band 4940-4990 MHz (4.9 GHz band) that has recently been transferred from Federal Government to private sector use as substitute spectrum for the band 4635-4685 MHz reclaimed for Federal Government use.
