STATEMENT ON PAYPAL USER AGREEMENT CHANGES

WASHINGTON, June 29, 2015 – Federal Communications Commission Enforcement Bureau
Chief Travis LeBlanc issued the following statement in relation to PayPal’s commitments to
improve their user agreement:
“I commend PayPal for taking steps to honor consumer choices to be free from unwanted calls
and texts. The changes to PayPal’s user agreement recognize that its customers are not required
to consent to unwanted robocalls or robotexts. It clarifies, rightly, that its customers must provide
prior express written consent before the company can call or text them with marketing, and that
these customers have a right to revoke their consent to receive robocalls or robotexts at any time.
These changes, along with PayPal’s commitments to improve its disclosures and make it easier
for consumers to express their calling preferences, are significant and welcome improvements.”
The FCC sent PayPal a letter on June 11, 2015, to clarify the company’s responsibilities under

on Proposal to Create More Loopholes for Abuse of Designated Entity Program
WASHINGTON, June 25, 2015—I am deeply disappointed that Chairman Wheeler is proposing
yet more loopholes to allow corporate giants to abuse the designated entity program. For instance, those
benefiting from taxpayer-funded discounts when buying spectrum should use that spectrum for the
public’s benefit–not just lease most or all of it to large carriers like AT&T and Verizon. Loopholes like
this might be good for big business and small arbitrageurs, but they certainly aren’t in the interest of the
American people, and they do nothing to further wireless competition.

CIRCUIT DECISION TO UPHOLD INCENTIVE AUCTION

WASHINGTON, June 12, 2015 – Today the U.S. Court of Appeals for the District of Columbia
Circuit denied petitions challenging key elements of the FCC’s adopted framework for the
Broadcast Television Spectrum Incentive Auction. The following statement can be attributed to
FCC Chairman Tom Wheeler:
“We are gratified that the Court agrees with the Commission’s balanced, market-based approach
to freeing up more valuable spectrum for innovative wireless broadband services. This decision
provides the Commission and all stakeholders with the certainty necessary to proceed apace
toward a successful auction in the first quarter of next year.”

Regarding DC Circuit Decision to Deny Stay of Net Neutrality Order

WASHINGTON, June 11, 2015. —I am disappointed by the court’s decision to deny a stay of
the Net Neutrality Order. The fight against the Commission’s rules, however, has only just
begun, because unless eradicated they will ultimately harm the foundations of the Internet, and
limit its possibilities. In the meantime, I will be vigilant in resisting any attempts by the agency
to act as a referee enforcing rules known to none of the players and made up along the way.
