FCC RELEASES FINAL REPORT ON CABLE RATE
SURVEY - MM DOCKET 92-226 (Report DC-2571,
Action in Docket Case)
   Final report of the FCC's survey of cable TV rates
reveals that, on average, regulated revenues received from
cable services (adjusted for programming shifted to a la
carte offerings) have decreased; programming charges have
declined slightly; equipment and installation charges have
dropped substantially; and subscribers have primarily
received benefits from reductions in equipment rates.

EXECUTIVE SUMMARY - IMPLEMENTATION OF
SECTIONS OF THE CABLE TELEVISION CONSUMER
PROTECTION AND COMPETITION ACT OF 1992  -
MM Docket 92-266 (Report DC-2568)
   The Commission today adopted a Second Order on
Reconsideration, Fourth Report and Order, and Fifth Notice
of Proposed Rulemaking in MM Docket 92-266,
Implementation of the Rate Regulation Provisions of the
Cable Act of 1992.  The Second Order on Reconsideration
modifies, among other things, the Commission's previous
benchmark approach for determining initial rates of
regulated cable systems.  The Commission's revised rules
will better ensure that consumers are offered regulated
services at reasonable rates, and will provide incentives for
cable operators to launch new program services and invest
in advanced technology.  The modified rate regulations will
apply to regulated rates in effect on and after the effective
date of the new rules; regulated rates in effect before that 
date will continue to be governed by the old benchmark
system.
