FCC IMPLEMENTS NEW SECTION 9 OF THE
COMMUNICATIONS ACT -- ASSESSMENT AND
COLLECTION OF REGULATORY FEES - MD DOCKET
94-19 (Report DC-2608, Action in Docket Case)
     The FCC has adopted a new Section 9 of the
Communications Act. Section 9 authorizes the Commission
to assess and collect annual regulatory fees to recover costs
incurred in carrying out its enforcement, policy and
relemaking, user information services, and international
activities.

OPERATORS 
     The Cable Services Bureau today issued an order
extending the "refund liability deferral period" for small
operators to September 1, 1994.

LOWEST UNIT CHARGE. Denied request filed by ABC
Holding Co., Inc. seeking the stay of an order which found
that a prima facie case of a violation by KABC-TV of the
