KMAL(FM) for its failure to comply with the Commission
rules which required  KMAL(FM), Malden, MO,  to notify
Jim Darnell,  William Johnson and Bobby Cronan of a
broadcast editorial  endorsing the candidacy of Clark

POLITICAL PROGRAMMING  Granted request for 
declaratory ruling filed by KQED, Inc., licensee of
noncommercial station KQED(TV), San Francisco, CA,  
requesting that appearances by legally qualified candidates
for public office as guests on its "Face to Face" program
are exempt from the "equal opportunities" provision. (By
Staff Ruling [DA 94-632] adopted June 13 by the Chief,
Fairness/Political Programming Branch) 

POLITICAL PROGRAMMING.   Granted request for
declaratory ruling filed by Multimedia Entertainment, Inc. 
seeking Commission determination that news interviews
broadcast during its "Jerry Springer" program are "bona
fide news interviews" exempt from the "equal opportunities"

CABLE LETTER. Granted request for clarification  filed by
Chronicle Publishing Company and waived Section
76.922(d)(3)(iii) of the Commission's  rules to permit
operators to pass through the costs of Bay-TV during the

LONGVIEW, TX. Denied the application of Capitol City
Broadcasting Company for a new FM station on Channel
247C2 at Longview. (MM Docket 90-352 by SID [FCC
94D-5] adopted June 14 by ALJ Walter C. Miller)

TELEPHONE AND DATA SYSTEMS, INC. Affirmed the
decision of the ALJ and denied the Appeal of Order 
Denying Intervention filed by Townes Telecommunications,
Inc. (TTI),  because TTI has not shown an adverse tangible
economic interest in the outcome of this case. (CC Docket
94-11 by MO&O [FCC 94R-9] adopted June 9 by the
Review Board)
