     In response to increasing numbers of complaints
from telephone customers who contend that they are being
charged by information service providers for calls they
didn't make or thought were free, the Commission has
proposed strengthening its regulations to help ensure that
consumers are billed only for information services that they
want and have agreed to pay for.

FCC SEEKS COMMENTS ON EFFECTIVENESS OF
TELCO HIGH COST ASSISTANCE - CC DOCKET 80-
286 (Report No. DC-2632, Action in Docket Case)
     In order to evaluate the effectiveness and efficiency
of certain existing mechanisms designed to promote
universal service, the Commission has undertaken a review
of two "high cost assistance" programs.  The programs were
instituted several years ago and changes in the industry since
then have prompted the FCC to take another look at the way
they operate.

FCC PROPOSES TO ELIMINATE RULES BANNING
WIRELINES FROM SMR AND COMMERCIAL 220 MHz
SERVICES AND PROHIBITING COMMON CARRIERS
FROM ENGAGING IN RADIO DISPATCH SERVICE -
GN DOCKET NO. 94-90 (Report No. DC-2634, Action in
Docket Case).
     The FCC has proposed to eliminate the rules that
now prohibit wireline telephone carries from holding
licenses in the Specialized Mobile Radio (SMR) service and
the commercial 220-222 MHz land mobile band. 
Additionally, the Commission sought comment on a
proposal to eliminate its current prohibition on common
carriers providing radio dispatch service.

provide its programming service to Liberty for distribution
on Liberty's satellite master antennae television system in
