FCC GRANTS GUAM TELEPHONE AUTHORITY'S
REQUEST FOR DECLARATORY RULING REGARDING
EQUAL ACCESS PROTOCOL FOR GUAM  (Report No.
CC-584, Common Carrier Action)
     The Commission has granted the Guam Telephone
Authority's (GTA) request for a declaratory ruling: 1)
specifying the equal access protocol for Guam; and, 2)
stating that the implementation of Feature Group D (FGD)
on Guam is not a violation of the Communications Act, or
of any outstanding Commission order or directive.  This
action was taken over the objection of Columbia
Communications Corporation.

SPECIALIZED MOBILE RADIO (SMR) SERVICE. 
Proposed eliminating the rules that now prohibit wireline
telephone carriers from holding licenses in the SMR  service
and the commercial 220-222 MHz land mobile band. 
Additionally, sought comment on a proposal to eliminate the
current prohibition on common carriers providing radio
dispatch service.  Comments are due September 21, replies
