RADIO RULES AND POLICIES.  Revised the radio 
ownership limits to increase the national cap for minority
broadcast station owners and to raise to five the number, in
excess of the national limits, of minority or small business-
controlled AM or FM stations in which a non-minority
broadcaster may hold a non-controlling interest. (MM
Docket 91-140 by Second MO&O [FCC 94-267] adopted
October 20 by the Commission)





RADIO STATION OWNERSHIP REPORT. The Mass
Media Bureau has issued  a report on changes in station 
ownership that resulted for liberalization of the
Commission's radio ownership regulations. (By  Report 
released November 8 by the Mass Media Bureau)

SHELLEY AND SUN VALLEY, ID. Effective December
23, allotted Channel 298C at Sun Valley as that
community's third local service; allotted Channel 300C at
Shelley as that community's first local service. Window
opens December 23; closes  January 23. Terminated 
proceeding.  (MM Docket 93-183 by R&O [DA 94-1216] 
adopted November 1 by the Acting Chief, Allocations  
Branch, Mass Media Bureau)

BAGLEY AND PARK RAPIDS, MN. Effective December
23, allotted Channel 223A at Park Rapids as that
community's second  local service; allotted Channel 244C3
at Bagley as that community's first local service. Window
opens December 23; closes  January 23. Terminated 
proceeding. (MM Docket 93-243 by R&O [DA 94-1218]
adopted November 1 by the Acting Chief, Allocations
Branch) 

ALLOCATION OF SPECTRUM. Adopted a Notice of
Proposed Rulemaking that proposed to convert a large block
of spectrum from Federal Government to commercial use. 
Comments are due December 19; replies January 3.  (ET
Docket 94-32 by NPRM [FCC 94-272] adopted October 20
by the Commission) 

NEW RADIO APPLICATIONS. Proposed making available
18 GHz of spectrum in the "millimeter wave" frequency
bands above 40 GHz for the introduction and development 
of new commercial technologies. Comments are due January
30; replies March 1.  (ET Docket 94-124 by  NPRM [FCC
94-273] adopted October 20 by the Commission)
