     As part of the Cable Service Bureau's effort to
ensure that rate complaints are resolved expeditiously and at
a regular pace, the Chief of the Cable Services Bureau,
Meredith J. Jones has established a Commission task force
to analyze the Commission's rate complaint process and
determine whether there are any procedures which can be
modified to speed up the process.

MEMORANDUM OF UNDERSTANDING BETWEEN
THE FEDERAL COMMUNICATIONS COMMISSION,
NATIONAL TELECOMMUNICATIONS AND
INFORMATION ADMINISTRATION, AND FEDERAL
AVIATION ADMINISTRATION ADDRESSING OUT-OF-
BAND EMISSION REQUIREMENTS FOR THE MOBILE-
SATELLITE SERVICE 
     The Federal Communications Commission,
National Telecommunications and Information
Administration, and Federal Aviation Administration have
signed a Memorandum of Understanding regarding the
initiative to allow commercial mobile satellite services in the
United States next year.

R&O, and Seventh NPRM [FCC 94-286] adopted 
November 10 by the Commission) 

PRIME CABLE OF CHICAGO, INC. Denied petitions
filed by Prime Cable of Chicago, Inc. challenging the
certifications of the City of Chicago, Illinois to regulate
rates for basic cable service and associated equipment in the
two  franchise areas in the City which are served by Prime
Cable. (By MO&O [DA 94-1282] adopted November 14 by
the Chief,  Cable Services Bureau)

MOBILE SERVICES. Adopted rules that provide that
certain types of management and joint marketing agreements
create attributable interests in CMRS licensees. (Gen.
Docket 93-252 by Fourth R&O [FCC 94-270] adopted
October 20 by the Commission) 

IVDS. Dismissed, with prejudice, request filed by IVDS
Enterprises Joint Venture seeking immediate action by the
Commission in the matter of inquiry into alleged abuses of
the Commission's auction processes by applicants for
licenses in the Interactive Video and Data Services (IVDS).
