FCC AUTHORIZES AMERICATEL TO SUPPLEMENT
EXISTING FACILITIES BETWEEN THE U.S. AND
VARIOUS FOREIGN COUNTRIES (Report No. IN95-1,
International Action)
     The Commission has authorized AmericaTel
Corporation to supplement its existing facilities between the
United States and a number of foreign countries for the
provision of U.S. international telecommunications services. 
A subsidiary of ENTEL-Chile, a Chilean long-distance
carrier, is the majority owner of AmericaTel.

COMMISSION DENIES RECONSIDERATION OF
ACCESS SUBELEMENTS FOR ONA (Report No. CC95-
1, Common Carrier Action)
     The Commission has denied various petitions for
reconsideration of its order revising the cost  support
standards applicable to new services as defined by the price
cap rules.  The Ameritectech Operating companies, MCI
Telecommunications Corporation, and Williams
Telecommunications group, Inc., sought reconsideration of
the order.

FCC TERMINATES INVESTIGATION INTO GTE
OPERATING COMPANIES' BELOW-BAND
TRANSPORT RATES - CC DOCKET NO. 92-141 (Report
No. DC95-3, Action in Docket Case)
     The Commission has terminated its investigation of
below-band transport rates for GTE Operating Companies
(GTE California, Florida, GTE Southwest, and GTE of
Washington/Oregon/California West Coast).  These rates
became effective on December 15, 1992.

RULES GOVERNING BILLING FOR ADULT
TELEPHONE SERVICES CLARIFIED - GEN DOCKET

     At the request of the National Telephone
Cooperative Association, the Commission has clarified that
carriers that use the billing services of local exchange
carriers (LECs) must notify the LECs when billing is for an
adult message service provider.
