GRANTED CP AND LICENSE FOR ITFS CHANNELS
B1-B4 AT SNYDER, TX, WITH CONDITIONS (Report

     The Commission has granted the application of
Colorado Independent School District for a construction
permit and license in the Instructional Television Fixed
Service on Channels B1-B4 in Snyder, TX; and denied the
competing application of Trent Independent School District
for ITFS channels at Roscoe, TX.

COMMISSION DENIES MOTION TO DISMISS THE
APPLICATION OF GALAXY COMMUNICATIONS
FROM A NEW FM STATION AT SELBYVILLE, DE -
MM DOCKET 87-504 (Report DC-95-9, Action in Docket

     The Commission has denied Anchor Broadcasting
Limited Partnership and Susan M. Bechtel's joint motion to
dismiss the application of Galaxy Communications, Inc., or
to grant other similar relief.

has commenced a review of its broadcast attribution rules,
which specify how "ownership" of mass media entities is

MINORITY OWNERSHIP. Initiated proceeding to examine
and evaluate its minority ownership policies and to explore
