FRANCHISING AUTHORITIES AND SMALL SYSTEMS
TO CREATE THEIR OWN RATE AGREEMENTS - MM

     The Commission has adopted an order amending its
rules to allow certified local franchising authorities,
independent small systems, and small systems owned by
small multiple system operators to enter into alternative rate
regulation agreements for the basic service and cable
programming service tiers.

     The Commission today adopted an order ending the
transition period freeze on small cable television system
operators' and low-price operators' adjustments of their
rates for inflation.

FCC REVERSES BUREAU ACTION; DISMISSES
APPLICATIONS OF MOBILETEL, INC. FOR
WIRELINE SERVICE IN TWO LOUISIANA MARKETS
(Report CC-95-12, Common Carrier Action)
      The Commission has reversed a decision by the
Common Carrier Bureau's Mobile Services Division and
dismissed the applications of MobileTel, Inc., to construct
and operate a cellular system on frequency Block B in the
domestic public cellular radio telecommunications service to
servie the Louisiana 8 and Louisiana 9 Rural Service Areas.
     Action by the Commission January 27 by MO&O
