assign the license of station KYUS-TV (ABC), Channel 3,
Miles City, MT, from Big Horn Communications, Inc., to
KYUS Broadcasting Corp.

     In order to make FCC rules consistent with
generally accepted accounting principles and as fair and
reasonable as possible for ratemaking purposes, the
Commission has amended Part 32 of its rules, Uniform
System of Accounts for Telecommunications Companies,
and Part 65, Interstate Rate of Return Prescription
Procedures and Methodologies, with respect to the proper
accounting and ratemaking treatment for Telephone Plant
Under Construction and Allowance for Funds Used During
Construction.
