TWO RESTRICTIONS  ON   NETWORKS 
ELIMINATED - MM DOCKET 91-221 (Report No. DC
95-38, Action in Docket Case)
     As part of its continuing efforts to review its rules
and to eliminate unnecessary regulations, the FCC
determined that two of its rules for networks are no longer
necessary.  The FCC repealed the "network station
ownership rule" that prohibited a network organization from
owning a television broadcast station in a small market if
such ownership would substantially  restrain competition and
the "secondary affiliation rule," which provided that in
markets where two stations are affiliated with two of the
three major networks, the third major network seeking an
affiliate in the market must offer its programming first to an
independent station.

ELIGIBILITY REQUIREMENTS CHANGED TO ALLOW
TELCO ENTRY INTO SMR SERVICE   - GN DOCKET
94-90 (Report No. DC 95-39, Action in Docket Case)
     The Commission  has  amended  its  rules  to 
allow wireline telephone companies to hold licenses in the
Specialized Mobile Radio (SMR) service and in the
subscriber-based 220-222 MHz  land mobile (commercial
220 MHz) services.  The Commission also eliminated the
prohibition the provision of dispatch service by common
carriers.

ROCHESTER TELEPHONE  CORPORATION 
GRANTED RULE WAIVERS TO IMPLEMENT ITS
OPEN MARKET PLAN (Report No. CC 95-17, Common
Carrier Action)
     The Commission has granted Rochester Telephone
Corporation the federal regulatory modifications it sought to
facilitate competition in the provision of local telephone
service in the Rochester,  New York area.  Rochester is one
of the first  areas in the country that will have competition
at the local level with respect to both business and
residential service offerings.
