IVDS. Granted,  in part, requests for waiver filed by  six 
Interactive Video and Data Service licensed  lottery winners
and waived the one-year construction requirement, while 
retaining the three-year and five-year requirements. 

BRESNAN COMMUNICATIONS.  With respect to a 
complaint filed against the price Bresnan Communications
Company was charging  for cable programming service in
Mackinac Island, MI, ruled that the system qualified as a
"small system" and was exempt from rate regulation until
May 15, 1995; will rule at a later date Bresnsn's
justification under revised rate regulation rules. (By  Letter
[DA 95-465] adopted March 10 by he Deputy Chief, Cable
Service Bureau)
