     In response to a petition by Loral Qualcomm
Satellite  Services, Inc., the Commission affirms its decision 
in the Report and Order  in this proceeding to allocate the
1610-1626.5 MHz and 2483.5-2500 MHz bands for
geostationary orbit and non-geostationary  orbit mobile-
satellite service use.

SAFETY AGENCIES TO USE FREQUENCIES AT 482-

     The Commission waived Parts 2 and 90 of its Rules
to permit the assignment of frequencies in the 482-488 MHz
band for the public safety radio services in New York City
Metropolitan area.
