COMMISSION AFFIRMS COMMITMENT TO 
COMPETITION AND FAIR LONG DISTANCE RATES
IN THE LEC PRICE CAP PLAN - CC DOCKET 94-1

     The Commission today adopted an interim plan for
access rates, which requires LECs to pass through to long
distance companies a greater share of the savings that they
enjoy than under the current plan as  the telecommunications
industry becomes more efficient so that long distance
companies can pass them on to consumers.

     The Commission has issued a NAL finding Oncor
Communications, Inc. apparently liable for a forfeiture
penalty of $1.41 million for willful and repeated violations
of Commission rules and orders concerning changes to
consumers' long distance carriers.

LEC PRICE CAP RULES AMENDED - CC Docket 93-

     The Commission has adopted a rule explicitly
incorporating the "add-back" adjustment into the local
exchange carrier (LEC) price cap rules.  The explicit add-
back rule will first be applied when the LECs file their 1995
tariffs.

INTERSTATE RATE OF RETURN REPRESCRIPTION
AND ENFORCEMENT PROCESS REVISED - CC Docket
92-133.  (Report No. DC 95-46, Action in Docket Case)
     The Commission significantly revised its part 65
rules governing the procedures and methodologies for
prescribing and enforcing the rate of return certain local
exchange carriers (LECs) may earn on interstate access
services.  These changes principally affect those small and
mid-sized LECs that are not subject to price cap regulation. 
At the same time, the Commission has declined to
immediately initiate a represcription proceeding for such
LECs.
