     Based on the results of its 1993 inquiry and 1994
en banc hearing on the effectiveness of its children's 
television programming regulations, the Commission 
proposed to make certain changes to facilitate licensee 
compliance with the Children's Television Act of 1990, and
to implement the Act more effectively.

COMPETITION AND SIMPLIFY LICENSING RULES

service tiers in City of Walterboro, SC [DA 95-687];

Lantana, FL [DA 95-689]; Little Rock, AR [DA 95-690];
City of Hanahan, SC [DA 95-691]; and Venice, FL [DA
95-692].  (By MO&Os [DA 95-687 thru 692] adopted
March 31 by the Deputy Chief, Cable Services Bureau)

VENTURA COUNTY CABLEVISION.  Dismissed
complaints filed against it concerning charges for cable
programming service tiers in Moorpark, CA (By MO&O

APPEAL ORDER.  Remanded appeal by UltraCom of
Marple, Inc. of local cable rate order regarding zero rate
prescription adopted by local franchising authority,
Township of Haverford, Pennsylvania, back to local
franchising authority for resolution in accordance with terms
in order.  (By Order [DA95-736] adopted on April 4, 1995
by the Chief, Cable Services Bureau)    

APPEAL ORDER.  Denied, in part, appeal by United
Artists Cable of Baltimore of local cable rate order adopted
by local franchising authority, the City of Baltimore,
Maryland, with respect to issue regarding the regulatory
status of operator's VCR installations and issue regarding
refund plans; case is remanded to local franchising authority
for resolution of issue regarding franchise fee itemization
and franchise fee calculation, and issue regarding the
regulatory status of operator's A/B switches; and dismissed
as moot issue regarding operator's permitted charges for

TCI OF WEST MICHIGAN.  Granted motion by TCI to
withdraw its appeal of the local order adopted by the local
