("Cities"). Each of the four cities issued separate rate decisions. Denied, in part, appeals by Cox Cable of each cities' local rate order with respect to issue regarding decoder charges and issue regarding inflation factor adjustment; remanded each appeal to respective local franchising authority for resolution of refund offset issue in accordance with terms in order. Cities' request that any refund offset be apportioned between basic service and cable programming service tiers is denied.
