LEGISLATIVE PACKAGE TO CONGRESS 
     The five commissioners of the Federal
Communications Commission have recommended to the
Congress a package of 37 deregulatory and streamlining
proposals for consideration in the upcoming FCC
reauthorization process

FCC AUTHORIZES PRIVATE LAND MOBILE
SHARING OF CERTAIN MARITIME VHF
FREQUENCIES; RECLASSIFIES INTERNATIONAL
PUBLIC COAST STATIONS AS NON-DOMINANT
COMMON CARRIERS  PR DOCKET NO. 92-257 (Report
95-75, Action Docket Case)
     The Commission has amended its rules to authorize
private land mobile sharing of certain maritime VHF
frequencies, and to reclassify international public coast
stations as non-dominant common carriers.  These changes 



will allow use of certain marine VHF channels in land-
locked areas, far from navigable waterways, and streamline
the regulatory procedures for public coast stations.
     Action by the Commission April 26 by first R&O

SOUTHWESTERN BELL TELEPHONE COMPANY.
Denied petition by MCI to reject or suspend and investigate
SWB Tariff FCC No. 73 Transmittal No. 2422 to introduce
Designated Operator Services as a new service. (By Order
[DA 95-1152] adopted May 25 by the Chief, Tarrif
Division, Common Carrier Bureau)

US WEST COMMUNICATIONS, INC.  Granted, in part,
and denied, in part, the petition filed by the Association for
Local Telecommunications Service, MFS Communications
Company, Inc., and Electric Lightwave, Inc., to suspend
and investigate in part, US West Communications, Inc.,
Tariff FCC, No. 5, Transmittal No. 614, scheduled to
become effective May 26, which provides that
interconnector-designated equipment for virtual collocation
service shall be purchased by the interconnector and leased
to US West at no cost. (CC Docket No 94-97 by Order [DA
95-1153] adopted May 25 by the Chief, Tariff Division,
Common Carrier)

MARITIME COMMUNICATIONS.  Proposed rules aimed
at increaseing the efficient use of the maritime radio
spectrum and removing economic disincentives to the
establishment and maintenance of stations in the maritme
services, while at the same time ensuring that the safety of
life and property is not adversely affected by these changes.

April 26 by the Commission)

TCI CABLEVISION OF PINELLAS COUNTY, INC., ET
AL.  Granted, in part, the complaints against the cable
programming service prices charged by TCI in various
communities in Florida, Maryland, Oklahoma, Virginia and
Washington and all other complaints relating to the same
prices. (By MO&O [DA 95-1142] adopted May 22 by the
Chief, Cable Services Bureau)

DYNAMIC CABLEVISION OF FLORIDA, INC.  Granted
complaints against the cable programming service prices in
Hialeah, Miami Springs, West Miami, Sweetwater, Medley,
Hialeah Gardens, Virgina Gardens, and Unincorporated
Dade County, Florida.  However, the Order is stayed
pending the Bureau's decision on the cable operator's
