VENTURA COUNTY CABLEVISION.  Remanded
operator's appeal of local rate order, holding that the
operator must be permitted to offset basic service tier
overcharges with any basic undercharges.  Further held that 
as long as franchising authority uses the same method for
counting both the total number of labor hours in calculating 



an operator's Hourly Service Charge (HSC) and the labor
hours for the various installation and equipment charges in
reviewing an operator's FCC Form 393, then its HSC review
will result in proper cost recovery.   City of Thousand Oaks,

SMALL CABLE SYSTEM RELIEF ORDER RELEASED.
Sixth Report and Order and Eleventh Order on
Reconsideration (FCC 95-196), adopted May 5, 1995 (MM
Docket 92-266 and 93-215).  Text of order expanding small
cable system and company rate relief now available.  Order
provides revised definition of small cable systems and
companies, as well as simplified rate rules for such systems.
