Ohio and Wisconsin  have completed a joint audit of
Ameritech affiliate transactions and negotiated a Consent
Decree with the Ameritech Telephone Operating Companies
(AOCs) to resolve issues raised by the audit.

PROPOSED  VIDEO DIALTONE REPORTING

Order Inviting Comments that solicits comments on the
proposed content and format of the video dialtone reports
that LECs must file when offering VDT service. Comments
due: July 26; replies August 14.

FCC SEEKS COMMENT ON CHANGES TO C BLOCK
AUCTION RULES FOR BROADBAND PCS -- AUCTION
DATE SET FOR AUGUST 29 - PP Docket 93-253, GN
Dockets 90-314, 93-252.
     In a Further Notice of Proposed Rule Making
released today, the Commission proposed measures to
address legal uncertainties raised by the Supreme Court's
recent decision in Adarand Constructors, Inc. v. Pe¤a, 63
U.S.L.W. 4523 (U.S. June 12, 1995).  The FCC stated that
it was mindful of its obligation and commitment to ensure
that businesses owned by minorities and women, small
businesses and rural telephone companies are afforded
opportunities to participate in the provision of spectrum-
based services, and that it remains committed to this goal.
