PRELIMINARY DOMESTIC INFORMATION FROM

CARRIERS RELEASED BY THE FCC.
     The FCC has released a compilation of financial
and operating data concerning domestic communications
carriers for the year ending December 31, 1994.

FCC GRANTS ITFS APPLICATION IN ARITON AND
DOTHAN, AL TO DOTHAN CITY BOARD OF
EDUCATION.
     The Commission granted the construction permit
and license in the Instruction Television Fixed Service
(ITFS) on Channels D1-D4 in Ariton and Dothan, Al to
Dothan City Board of Education (Dothan City); and denied
the application filed by Henry County Board of Education
(Henry).
     Action by the Commission July 5, 1995 by MO&O
(FCC 95-274).

FALCON CABLE SYSTEMS, INC.  Denied the complaint
filed against the rate for cable programming service price in

TCI - CABLE RATE ORDERS.  Denied, in part, the
complaints filed against the rate for cable programming

TIME WARNER CABLE.  Clarification pursuant to request
filed by Time Warner Cable that, to the extent that the facts
that it presented were similar to our determination in a prior
ruling that restructuring to create an a la carte package did
not violate the prohibition against negative option billing, it
had not violated the federal rule against negative option
billing.  Clarification also that prior ruling signaled our
believe that state negative option billing law was preempted
by federal law in such a case.  (By Letter [DA 95-1527]
