ASSIGNMENT OF LICENSES FOR VARIOUS
STATIONS.   The Commission has  granted applications for
consent to assign the licenses  for WCAU-TV, Philadelphia,

translators W58BU, Hallandale, FL,  and W19BJ,  Sunrise,
FL,  from Station Partners to NBC Stations Management,
Inc.; waived duopoly rule to permit common ownership of

Denied, in part, the complaint filed against the rate for cable
programming services in Chester, West Virginia.  (By

Financial Analysis and Compliance Division, Cable Services
Bureau) 



















TCI OF THE HEARTLANDS, INC., ET AL.  Granted, in
part, the complaints filed against the rate for cable
programming services in various communities:  TCI of the
Heartlands, Inc., in Fort Dodge, Iowa; TCI Cablevision of
Mid-Michigan, Inc. in East Lansing, Michigan; and TCI
Cablevision of Ohio, Inc. in Danbury, Ohio.  (By MO&O

Bureau)  

TV-24 SARASOTA, INC. vs. COMCAST CABLEVISION
OF WEST FLORIDA, INC.  Terminated proceeding
initiated by petition for relief of TV-24 Sarasota, Inc. for
commercial leased access rates pursuant to Section 76.970
of rules.  (By MO&O [DA 95-1612] adopted July 18 by the
Chief, Cable Services Bureau)

SAMMONS COMMUNICATIONS.  Denied appeal filed by
Sammons Communications, Inc. of local cable rate order
adopted by local franchising authority, City of Burbank,
California, on issue involving the proper classification of
operator's channel as either broadcast or non-broadcast for
purposes of filing FCC Form 1200.  (By MO&O [DA 95-
1606] adopted on July 18 by the Chief, Cable Services
Bureau)    

TCI TKR OF HOUSTON.  Remanded, the local rate order
of the City of League City, Texas for further proceedings
consistent with this Order.  The City failed to explain in its
written decision why TCI's proposed rates were
unreasonable and why its prescribed rates were reasonable
