Eliminated offset requirement rule for home shopping
channels with respect to the per channel mark up. 
Responded to several petitions for reconsideration of the
Sixth Order on Reconsideration, Fifth Report and Order,
and Seventh Notice of Proposed Rulemaking ("Going
Forward Order"), the Commission grants the petitions and
eliminates the home shopping offset requirement with
respect to the per channel mark up. (MM Docket No. 92-
266 [FCC 95-343] adopted August 7, by the Commission).
