To accommodate Milton substitution, proposed substituting
Channel 236A for Channel 292A at Flemingsburg, KY, and
modifying the license of WFLE-FM accordingly; ordered
Fleming County Broadcasting,Inc., licensee of WFLE-FM,
to show cause by October 19 why its license should not be
modified.  Comments are due October 19, replies November

HONOR, MI.  Proposed allotting Channel 264A to Honor

operation on Channel 46.  Comments are due October 19,

Extended to  October 16 and November 15, respectively,
the time to file comments and replies in the matter  of
policies and rules concerning children's television
programming -- revision of programming policies for
television broadcast stations.  (MM Docket No. 93-48 by
Order Granting Extension of Time For Filing Comments
and Reply Comments [DA 95-1870] adopted August 25 by
the Chief, Mass Media Bureau)

CABLE PROGRAMMING SERVICE PRICES.  Granted,
in part, and denied, in part,   requests for reconsideration
opposing the Commission's decision to return complaints
filed by various petitioners regarding cable programming
service prices.  (By Amended Order on Reconsideration
[DA 95-1872] adopted August 25 by the Chief, Cable
Services Bureau)

TELECOMMUNICATIONS RELAY SERVICES.  
Suspended until August 26 enforcement of the requirement
that the Telecommunications Relay Services (TRS) must be
capable of handling coin sent-paid calls; ordered common
carriers providing telephone voice transmission services, and
TRS providers to make payphones accessible to TRS users
pursuant to the terms of the alternative plan set forth in the
Order; ordered petitioners to  join with any other interested
parties wishing to participate to prepare and file the joint
status reports on August 26, 1996 and February 26, 1997.

motion to dismiss Charter''s complaint against CBT seeking

Commission's rules in connection with CBT's computation
and assessment of terminating carrier common line charges.
