TELECOMMUNICATIONS RELAY SERVICES
PAYPHONE CALLS -- CC DOCKET 90-571 -- (Report

     The Common Carrier Bureau has adopted a plan to
ensure that payphones are accessible to persons with hearing
or speech disabilities.
