COMMISSION PROPOSES LEC PRICE CAP CHANGES
TO ADAPT TO AND ENCOURAGE LOCAL EXCHANGE
COMPETITION --CC DOCKET NOS. 94-1(PHASE III),

     The Commission has proposed changes to the local
exchange carrier (LEC) price cap plan to reflect and
encourage emerging competition in the local exchange and
exchange access services markets and to establish a glide
path toward deregulation of LECs.

subsidize new video dialtone services, the Commission has
adopted rules regarding the price cap treatment of common
carrier video dialtone (VDT) services provided by the local
exchange carriers (LECs).

PROPOSED RESOLUTION OF CABLE RATE
COMPLAINTS INVOLVING COX COMMUNICATIONS,
INC. ( Report No. CS 95-15, Cable Services Action)
     The Commission has accepted for comment a
proposed resolution of cable rate complaints involving Cox
Communications, Inc., including Cox's recently acquired
Times Mirror Cable Television, Inc. systems ("Cox"), that
will, if finally adopted by the Commission, resolve over 400
pending cable television rate complaints filed since
September of 1993 against Cox, provide $7.1 million plus
interest in refunds for one million Cox subscribers and result
in the removal of additional outlet charges from all Cox
systems, regulated and unregulated.
