COMMISSION AFFIRMS REVIEW BOARD'S GRANT
OF COAST TV'S APPLICATION FOR NEW TV
STATION IN SANTA BARBARA, CA, MM Docket Nos.
84-934, 935, 936 (Report No. DC 95-119, Action in Docket
Case)
     The Commission has affirmed the Review Board's
grant of Coast TV's application for a new television station
in Santa Barbara, CA.  In doing so, the Commission denied
Mission Broadcasting Corporations and Solar Television,
Inc. review of the Board's decision.
     Action by the Commission September 21, 1995, by

US CABLE COASTAL PROPERTIES, INC.  Granted the
complaints filed against the rate for cable programming
service Stafford, Virginia.  (By MO&O [DA 95-1989]
adopted September 15, 1995 by the Chief, Cable Services
Bureau)

CABLEVISION INDUSTRIES CORPORATION. 
Dismissed in part and denied in part operator's appeal of
local rate order.  Remanded local rate order for further
proceedings consistent with order.  CVI's appeal regarding
the City's reliance on FCC Form 393 in adopting the local
rate order is denied.  Franchise fee pass-through and late
payment charge issues are dismissed.  Issue of CVI's billing
adjustment is remanded. City of West Columbia, South

the interim transport rules, designed to more closely align
rates with the manner in which LECs incur the cost of
providing interexchange service.
