Petersburg, FL, to forfeit $10,000 for willful and repeated
violations of the Commission's rules regarding children's

EMERGENCY BROADCAST SYSTEM (EBS).  Addressed
issues raised on reconsideration regarding the replacement
of the EBS with the new Emergency Alert System (EAS);
delayed the implementation date of the EAS for broadcasters
to January 1, 1997.  (FO Docket Nos. 91-301, 91-171 by
MO&O [FCC 95-420] adopted October 4 by the
Commission)

UNATTENDED OPERATION OF BROADCAST
STATIONS.   Commission waives rules to permit
unattended operation of broadcast stations; updates broadcast

SPECIALIZED MOBILE RADIO (SMR) SERVICE.  On
reconsideration, clarified that 900 MHz MTA licensees
cannot meet their coverage requirements through the use of
resale agreements; amended the Part 90 rules to include a
renewal expectancy for 900 MHz MTA licensees;
reconsidered coverage requirement adopted for the 900 MHz
