COMMISSION PROPOSES WAIVER OF RATE
REGULATION RULES FOR CABLE TELEVISION
OPERATORS IN DOVER TOWNSHIP, NJ (Report No.
CS 95-23, Cable Services Action)
     The Commission has adopted an order (FCC 95-
455) that proposes, on a temporary and trial basis, to waive 
certain rules governing the rates charged for the cable
programming service tier ("CPST") service in Dover
Township, New Jersey.

     The Common Carrier Bureau today released a

and access markets.
