COMMISSION GRANTS WAIVER FOR PACIFIC
BELL'S "EDUCATION FIRST" PROMOTION (Report
No. CC 95-72)
     The Commission has granted a waiver of its rules
to permit Pacific Bell to offer integrated services digital
network (ISDN) telephone lines to the 8600 public and
private schools, libraries, and community colleges in
California for one year without charging participants in the
program the interstate Subscriber Line Charges.
