violations of the Commission's slamming rules.

LA STAR CELLULAR TELEPHONE CO. AND NEW
ORLEANS CGSA, INC. Conditionally approved a
settlement agreement under which La Star Cellular
Telephone Company has agreed to withdraw its application
for authority to construct and operate a cellular telephone
system on the wireline block in the New Orleans, Louisiana
Metropolitan Statistical Area (MSA).  (By MO&O [FCC 96-
