THE DISMISSAL OF ITS APPLICATION TO MODIFY

     The Commission has denied noncommercial
education station WABE(FM)'s petition for review of the
Mass Media Bureau's dismissal of its application to modify
WABE's facilities.  WABE is licensed to the Board of
Education for the City of Atlanta.

FCC PROPOSES REQUIRING LICENSEES IN PUERTO
RICO TO COORDINATE THEIR OPERATIONS WITH
ARECIBO OBSERVATORY - ET DOCKET 96-2  (Report
NO. DC 96-7, Action in Docket Case)
     The Commission has proposed requiring certain
FCC license applicants for new or modified
radiotelecommunications facilities in Puerto Rico to notify
the Arecibo Radio Astronomy Observatory near Arecibo,
PR, at the time their application is submitted to the
Commission, in order to facility  coordination and prevent
harmful interference to the Observatory.

FCC DENIES REQUEST FOR WAIVER OF IVDS
APPLICATION FILING DEADLINE (Report No. WT 96-
3, Wireless Telecom Action)
     The FCC has denied a request for waiver of  an
Interactive Video and Data Service (IVDS) "short-form"
(auctions) application filing deadline.  The Commission's
action denies an Application for Review filed by Interactive
Capital Group, and affirms a determination by the Wireless
Telecommunications Bureau.

Wireless Telecommunications Bureau which denied a
request by Liberty Cable Company, Inc. for confidential
treatment  of information relating to certain of Liberty's

     The Commission proposed that broadband
Commercial Mobile Radio Service (CMRS) providers be
authorized to provide fixed wireless local loop service.  The
Commission also sought comment on whether broadband
CMRS providers should be allowed to provide other fixed
services in addition to the mobile and fixed services now
permitted.
