     Today, the Federal Communications Commission
(FCC)  announced a significant change in its approach to the
settlement of accounts between U.S. and foreign carriers for
the provision of international service.

GRANTING HEARTLAND'S APPLICATION TO
MODIFY THE FACILITIES OF KEZH (FM),
HASTINGS, NE (Report No. MM 96-6, Mass Media

     The Commission has affirmed a decision by the
Mass Media Bureau which granted the application of
Heartland Radio, Inc. for a construction permit to modify
the facilities of Station KEZN (FM), Hastings, NE.
