WWSF(FM).  (By MO&O [DA 96-155] adopted February
7 by the Chief, Policy and Rules Division, Mass Media
Bureau)

ATHENS, GA.  Granted the license renewal application of
WNGM-TV, Athens, GA, with conditions; notified licensee
of an apparent liability for a forfeiture in the amount of
$20,000 for EEO violations.  (By MO&O and NAL [FCC
96-21] adopted January 24 by the Commission)

VICTORIA AND NEW BRAUNFELS, TX.  Denied
KVCT, Inc.'s petition to reallot Channel 19 from Victoria
to New Braunfels, and to modify the license of KVCT to
specify New Braunfels as the community of license.  (MM
Docket No. 91-151 by R&O [DA 96-73] adopted January 25
by the Chief, Allocations Branch, Mass Media Bureau)

MFS COMMUNICATIONS COMPANY.  Denied  MFS's
petition for reconsideration, finding that MCS has not
presented any new evidence or arguments sufficient to cause
the FCC to alter its earlier decision to correct without delay
the cost misallocation in Part 69 of the Rules  regarding
allocation of general support facility costs.  (CC Docket No.
92-222 by MO&O [FCC 96-47] adopted February 6  by the

AMERICAN TELEPHONE AND TELEGRAPH
COMPANY (AT&T) V. LUFKIN-CONROE TELEPHONE
EXCHANGE.  Dismissed with prejudice AT&T's 
complaint against Lufkin-Conroe seeking damages  resulting
from alleged violations of the Commission's rate of return
prescription for the period January 1, 1991 through
december 31, 1992.  (By Order [DA 96-164] adopted
February 9 by the Acting Chief, Formal Complaints and
Investigations Branch, Enforcement Division, Common
Carrier Bureau)

LONG DISTANCE/USA, INC., ET AL.
(COMPLAINANTS) V. ILLINOIS BELL TELEPHONE
COMPANY, ET AL (DEFENDANTS).  Dismissed with
prejudice  the defendants request for reconsideration of an
order by the Commission which denied the defendants'
challenges to the Common Carrier Bureau's determination
that the defendants had improperly assessed the higher
carrier common line charge on the originating  end of calls
using the complainants' interstate 800 services.   (By Order
[DA 96-165] adopted February 9 by the Chief, Enforcement
Division, Common Carrier Bureau)

TELECONNECT COMPANY V. ILLINOIS BELL
TELEPHONE COMPANY, ET AL (DEFENDANTS). 
Dismissed with prejudice Illinois Bell's, et al,  request for
reconsideration of the Commission's Order which denied the
defendants challenges to the Common Carrier Bureau's
determination that the defendants had improperly assessed
the higher carrier common line charge on the originating
end of calls using Teleconnect's nationwide 800 travel
