petition to reopen the Ka-Band satellite application
processing round.  (By Order [DA 96-178] adopted
February 21 by the Chief, International Bureau)

COMCAST CABLE COMMUNICATIONS, INC.  
Responded to letter from Comcast requesting confirmation
that: 1) certain rate and service restructuring implemented 
by its subsidiaries do not violate the Communication's
prohibition against negative option billing; and  2) to the
extent state and local laws would have required the
subsidiaries to seek affirmative consent from subscribers to
accomplish these restructuring, state and local laws are
inconsistent with federal regulation and are, therefore,
