the license renewal application filed by Guilford Telecasters,
Inc. for WGGT-TV, Greensboro, North Carolina; issued a

VIDEO SERVICE PROGRAMMING.  Amended Part 76 of
Title 47 of the Code of Federal Regulations to include a new
Section 76.277 in Subpart G of the Commission rules
establishing an interim rule to implement Section 641 of the
Telecommunications Act of 1996 and requested comment on
whether the interim rule should be adopted as a final rule.
