**COMMISSION SEEKS COMMENT ON NOTICE OF
PROPOSED RULEMAKING ON AMENDMENTS TO
CABLE EQUIPMENT COST RULES --CS Docket No. 96-
57 (Report No. DC 96-22, Action in Docket Case)
     The Commission has adopted a Notice of Proposed
Rulemaking (FCC 96-177), to implement Section 301(j) of
the Telecommunications Act of 1996 (the "1996 Act"),
which requires the Commission to allow cable operators to
aggregate, on a franchise, system, regional, or company
level, their equipment costs into broad categories.
     Action by the Commission by NPRM (FCC 96-
177) adopted, March 18, 1996.

OPERATORS.  Proposed to amend the Commission rules
to implement Section 301(j) of the Telecommunications Act
of 1996 which adds a new Section 623(a)(7) to the
Communication Act of 1934 as amended.  This new section
will allow cable operators to aggregate, on a franchise,
system, regional, or company level, their equipment costs
into broad categories regardless of the varying levels of
functionality of the equipment within each such broad
category.  Comments are due 15 days from publication in
the Federal Register and reply comments are due ten days
