TOPEKA, KS.  Denied petition filed by the Topeka, Kansas
branch of the NAACP against the renewal application of
Northeast Kansas Broadcast Service, Inc. licensee of Station
KTKA-TV; and issued a Notice of Apparent Liability for
Forfeiture in the amount of $11,000.00 to ensure that
greater efforts are taken with respects to its EEO program.

HOMOSSASSA SPRINGS, FL. Granted the application

RALEIGH, NC.  Granted joint motion for approval  of
settlement agreement and amended applications for
construction permit for a new FM Station on Channel 275A

review board)






CHURCHVILLE, VA. Denied application for review filed
by Lechman to cover construction permit for Station WBOP
(FM) at Churchville, Virginia; and will continue to Hold in
Abeyance pending notification that a payment to CAVE in

**INTERLATA TELECOMMUNICATIONS SERVICES. 
Denied petitions for rulemaking concluding that issues raised
are now moot. The Telecom Act  authorizes the BOC's to
provide out-of-region interstate and intrastate interLATA
services.  (By Order [FCC 96-114] adopted March 5, 1996,
by the Commission) 

NATIONAL EXCHANGE CARRIER ASSOCIATION,
INC.  Denied petitions for reconsideration filed pertaining
to interstate common line allocation of other billing and
collecting expense under parts of the Commission rules.

11, 1996, by the Commission)

SEMINOLE COUNTY, FL. Granted request for waiver of
the general category freeze and permits processing of
Seminole County's application for 800 MHz. This waiver 
will improve the safety of the communications service to the

**COMMISSION GRANTS FIRST TELECOM ACT
APPLICATION FOR UTILITY COMPANY TO ENTER
TELECOMMUNICATIONS (Report No. GN 96-5, General
Action)
     Less than two months after enactment of the
Telecommunications Act of 1996, the Commission today
announced that it has granted the first application under the
Act to allow a public utility holding company to enter
telecommunications markets.
