that there is no evidence that the interconnection of end user
private lines at U.S. carriers'  central offices has had an
adverse impact on the FCC's international settlement policies
and required any carrier that interconnects an international
private line to the U.S. PSN to report annually on their

companies, the Commission has initiated a proceeding to
clarify the provisions of the Telecommunications Act of
1996 that govern the use of telecommunications customer
information. Comments are due June 11, replies June 26.
