Commission to use private sector organizations to inspect all
U.S. cargo ships and passenger ships required by statute to
have an inspection; comments now due June 24; replies July

must-carry/retransmission consent election and to switch to
Nielsen's DMAs for the 1999 election.  Seeking comment on
mechanisms to facilitate the switch in market designations. 
Comments due October 31, 1996; replies November 15,
