AMENDMENT OF SECTION 76.51 OF THE
COMMISSION'S RULES TO INCLUDE DUBUQUE,
IOWA IN THE CEDAR RAPIDS-WATERLOO
TELEVISION MARKET.  Proposed the redesignation of the
subject market.  The petitioners believe without comparable
cable television carriage rights they are at a disadvantage in
competing with other stations in the market.  Comments due
