**COMMISSION ADOPTS CABLE TELEVISION
EQUIPMENT COST AGGREGATION RULES -- Report
No. DC 96-51 -- Action in Docket Case -- CS Docket 96-57
     Meeting yet another deadline set by the
Telecommunications Act of 1996, the Commission has
adopted a Report and Order (FCC 96-257) to permit cable
operators to aggregate, on a franchise system, regional, or
company level, their equipment and installation costs into
broad categories regardless of the varying levels of
functionality of the equipment within each such broad
category.

OPEN VIDEO SYSTEMS.  Regarding filings under the
Open Video System Second Report and Order (FCC 96-249,
released June 3, 1996), the Commission waives certain filing
rules.  In order to afford the Commission sufficient time to
review the issues raised in the petitions and to meet its
statutory requirement to issue and order on reconsideration
by August 8, 1996, the Commission waives its rules
regarding the filing of oppositions to petitions for
reconsideration and replies to oppositions.  Section 1.429(f)
is waived to provide that oppositions must be filed by July
15, 1996.  Section 1.429 (g) is also waived and the
Commission will not accept any replies to oppositions.  (By

1996 by the Commission)

**AGGREGATION OF EQUIPMENT COSTS BY CABLE
OPERATORS, IMPLEMENTATION OF SECTION 301(j)
OF THE TELECOMMUNICATIONS ACT OF 1996.
